- Born: 1943
- Graduated in Public Administration, Political Science, and Economics from Osmania University, Hyderabad.
- Completed Post-Graduate Degree in Journalism from Osmania University.
- Pursued Post-Graduate Studies in Political Science at Delhi University.
- Completed Post-Graduate Studies in Local Government and Economic Development at Princeton University, USA.
Professional Journey
- 1965–66: Research Associate, Centre for the Study of Developing Societies (CSDS), New Delhi.
- 1966–67: Reporter and Sub-Editor, Patriot, New Delhi.
- 1975–1999: Chief Executive, Cooperative Development Foundation (popularly known as Sahavikasa).
- 2000 onwards: President, Sahavikasa.
Contributions to Cooperative Legislation
- Worked closely with the Brahma Prakash Committee (1989–90) to evolve a Model Cooperative Societies Bill for adoption by states.
- Instrumental in the drafting and unanimous passage of the Andhra Pradesh Mutually Aided Cooperative Societies Act (1995), popularly known as the MACS Act or Parallel Law.
- Provided assistance to the state governments of Jammu & Kashmir, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Orissa, and Karnataka in enacting liberal cooperative laws.
National & International Engagements
- Associated with the UNDP-sponsored LARGE Project (Legal Adjustments and Reforms for Globalising the Economy) to review the Multi-State Cooperative Societies Act of 1984 and draft the MSCS Act of 2002.
- Assisted the Ram Niwas Mirdha Committee in reviewing the MSCS Act (1983–2000).
- Conducted over 100 workshops across India to shape a framework for cooperative legislation in the new economic scenario.
- Published the “Referential Bill”, a model for cooperative legislation, first in 1990 and later updated it in line with changing needs of civil society, market, and governance.

Shri M. Rama Reddy is widely respected as a pioneer in cooperative reforms in India.
